The City Reserves the Right to reject any proposals that are not furnished promptly with all the required information.  The City Reserves the Right to verify the qualifications of all contractors. Such qualifications may serve as the basis for acceptance or rejection.  The City Reserves the Right, in its discretion to reject any and all proposals or to accept any propo sals found to be in the best interest of the City of Havre de Grace.  The City of Havre de Grace Procurement Policy is available for review at City Hall between the hours of 9 am until 5 pm, Monday through Friday.  Scope of Work:  The City of Havre de Grace Department of Public Works is requesting Engineering Services for the replacement of approximately 1,200 linear feet of twelve (12) inch terracotta sewer pipe. The pipe is behind the homes on Tydings Road and Francis Street.  Services are as proposed:  • Provide alternative analysis as to the best and most cost effective approach to replacing the sewer pipe. A. Pipe Bursting B. Excavation and replacement of pipe  E Make recommendation as to the best alternative  • Prepare engineering plans and specifications based on selected alternative.  • The proposal shall include a cost of engineering for each of the alterna-tive construction methods.  • Preparation of and recordation of Utility Easements for each property owner. The Department of Public Works will reach out to each affected property owner.
